Hamdard Self Care Forum (HSCF) - Rules & Regulations

• Hamdard Self Care Forum has been started for mutual help and humanity.
• This forum is for every Indian citizen of any religion or caste.

• Financial help to the family after death.
• Help in the marriage of a daughter / dependent sister.
• Help in case of severe illness.

• [3.1] Age: 18 to 60 years.
• [3.2] Registration: Online on the website.
• [3.3] Annual Fee: Rs. 51 (non-refundable)*.

*Joining in August 2026 for just 15 rupees.

• Waiting Member: One who is completing the WAITING PERIOD after registration. For those registering till 31st August 2026, it is 90 days, and for those after 1st September 2026, it is 180 days. No help will be given during this period.
• Active Member: One who has completed the WAITING PERIOD and has cooperated in 90% of the help campaigns in the last 12 months. Only he is entitled to help.
• Inactive Member: One who was previously active but has stopped cooperating. He will not get any help until he cooperates continuously for 3/6 months again.

• To remain active, it is mandatory to cooperate in 90% of the campaigns in the last 12 months.
• Failing to do so, the member will become inactive.

• [6.1] Appeal Amount: Rs. 50 per active member. The Forum has the right to increase or decrease it according to the situation.
• [6.2] Maximum 2 cases will be appealed in a month. If more than 2 cases are approved, the appeal amount will be reduced so that there is no burden on the members.
• [6.3] When the number of members increases, the Forum will make groups, and each group will help by turn.
• [6.4] Every member will send the money directly to the bank account of the needy person not our Forum.
• [6.5] After sending the money, it is mandatory to upload the receipt on the website.

• [7.1] The Forum is only a platform for appeal, there is no guarantee of amount of money. Whatever help the members give, that much money will be received.
• [7.2] After completing 60 years of age, no help will be given for death and illness. Yes, if a member has been active throughout his life and his daughter's marriage is after 60, then help will be given.
• [7.3] It is mandatory to be an active member at the time of help.
• [7.4] On fake documents or false testimony, membership will be terminated immediately and the money given will be returned.
• [7.5] If excess money is sent by mistake, it will be returned within 3 working days on providing proof.
• [7.6] All verification and decision will be of the committee, which cannot be challenged in court.
• [7.7] Any dispute will be decided only in the court of Gorakhpur district.
• [7.8] On spreading rumors against the Forum or misbehaving with an official, membership will be terminated and legal action will be taken.

A: Help on Death

• [8.1.1] Limit: No limit, the help box will remain open for 25 days.
• [8.1.2] Help will not be given if: the member is inactive, age is more than 60, it is a suicide, or murdered by the heir.
• [8.1.3] Information: Must be given within 7 days on Website/ WhatsApp / Email / Helpline.
• [8.1.4] Documents: Death certificate, heir's Aadhaar card, Pan card + bank passbook, Family members details.
• [8.1.5] The team will verify within 7 to 30 days, then the appeal will be issued.

B: Help in Daughter / Sister's Marriage

• [8.2.1] Main Conditions: (a) Member must be active and 180 days (Or 90 days for who joined in August 2026) completed (b) Daughter's age must be more than 18 years (c) Member's age must be less than 60 years.
• [8.2.2] Condition for Sister's Marriage: Help for sister's marriage will be given only when the parents have passed away or their age is more than 60 years and the sister lives with this member. For this, parents' death certificate / age proof + letter from a responsible person of the locality + affidavit is mandatory.
• [8.2.3] It is mandatory for the daughter / sister to be a member: (a) In normal condition, the daughter/sister for whose marriage help is being sought must herself be registered in HSCF after 18 years and must have been an active member for at least 3/6 months. (b) Relaxation: If at the time of marriage the age of the daughter/sister is less than 18 years 6 months, then at least her age must be 18 years 3 months and she must have been an active member during this entire period (from 18 years till marriage).
• [8.2.4] 5-Year Commitment: After taking help for marriage, both the applicant member and the daughter/sister whose marriage was helped must remain active members of HSCF for at least 5 years.
• [8.2.5] Action on Violation: If membership is left before 5 years, the membership of both (father/brother and daughter/sister) will be terminated forever and legal action will be taken against them.
• [8.2.6] How many times help: Maximum 2 marriages in a lifetime (1 daughter, if wife is also an active member then for the second daughter also, or 1 daughter + 1 sister). At least 2 years gap is mandatory between 2 marriages.
• [8.2.7] Limit: Maximum up to Rs. 2,50,000.
• [8.2.8] Procedure: Application must be made at least 60 days before the marriage. Within 30 days after the marriage, it is mandatory to send the Marriage Certificate + 2 photos.

C: Help for Severe Illness

• [8.3.1] Which illness is included: Cancer, kidney failure, liver failure, heart surgery, brain tumor, or a major accident in which the hospital expense is more than Rs. 2 lakh. Common fever, cough, cold is not included.
• [8.3.2] Whether the illness is severe or not, it will be decided by the medical committee of the Forum.
• [8.3.3] Limit: Maximum up to Rs. 2,00,000.
• [8.3.4] Main Rules: (a) Only once in a lifetime (b) If free treatment is going on in a government hospital, no help will be given (c) If money is left after treatment, it must be returned to the Forum.
• [8.3.5] Documents: Doctor's prescription, hospital admission card / expense estimate, member's Aadhaar card, Pan card + Bank passbook.
• [8.3.6] Information: Must be given within 15 days.

• [9.1] Once the limit for marriage (2.5 lakh) and illness (2 lakh) is completed, the next pending cases will be opened or the Forum's official account will appear in the help box, and the remaining money will go to the central fund.
• [9.2] There is no limit in death case, money will go directly to the heir for 25 days.
• [9.3] Every account of the Forum's account will be shown live on the website.
